Program Description

The Community Health Center Executive Fellowship is a year-long, online program developed by the University of Kansas Medical Center’s Health Policy and Management Department, in conjunction with the Kansas Association for the Medically Underserved and the Greater Midwest Association of Primary Health Care. The Fellowship program is designed to prepare the student for a management position in a community health center.

The student will begin the program with a two day Kick-off session in Overland Park, Kansas, a suburb of Kansas City, where they will be part of a 25-student cohort of individuals from other community health centers throughout the greater Midwest. The kick-off session will include guest speaker presentations; faculty presentations; fellowship group activities; and training in the online Angel course management system. The kick-off session will be held at Regnier Hall on the Edwards Campus of the University of Kansas in Overland Park, KS. (http://edwardscampus.ku.edu/1_AboutKUEC/Map_and_Directions.htm)

After the kick-off session, the student will participate in six online learning modules. The student will access the Angel course management system via the internet where they will find the course learning elements. These learning elements may include various components such as learning objectives, reading assignments, lecture presentations, quizzes, written assignments, discussion boards, etc. Each module may include a different combination of learning elements. The student will have a weekly assignment and have an opportunity for interaction with the instructor. Much of the learning activities will be accomplished through peer group activities.

The six modules will run for five weeks and then the student will have two weeks off before the next module commences (except over the Thanksgiving and Christmas Holidays). The students return to campus to present their capstone projects and participate in a graduation ceremony. At this time, they will receive their certificate as Health Center Executive Fellows. Curriculum

The fellowship program consists of six modules which cover the spectrum of community health center management. The modules cover the following areas: The Health Care System; Health Center Management and Leadership; Finance and Reimbursement for Community Health Centers; Human Resource Management; Planning and Outcomes Analysis; and Clinic-based Information Systems. The courses will be taught online using the Angel course management system. The student will be required to complete reading and written assignments, to participate in discussion board submissions and to work with designated teams consisting of other students in the program. The program is generally conducted in an asynchronous manner (i.e. the student is not required to be in any given place at any given time except for the Kick-off and Capstone events), however, from time to time the instructor may require or make available, the opportunity for the student to participate in a synchronous online session at a particular time. This will be occasional and generally not routine.

The students will receive a grade for each module of A, B, C or F. A grade of F is rare and generally indicates that the student has stopped participating in the module and most likely will result in the dismissal of the student from the program unless there are extenuating circumstances. A grade of C in a module will put the student on probation. A second grade of C may result in the dismissal of the student from the program.

The University of Kansas Medical Center Health Policy & Management departmental policies regarding academic integrity, including plagiarism, apply and will be enforced in this course.

 

Program Costs

The student portion of the cost will be $200 per module, or $1,200 total for the complete program. The $1,200 will be due before the first module begins. There will be no refunds if the student drops out of the program. Students will also be responsible for the cost of any textbooks required for each module. Students may be eligible for reimbursement for tuition and books depending on the policies of their particular center. The student should check with their center director.

During the Kick-off and Capstone/graduation events the student will be responsible for their travel to the Edwards Campus in Overland Park, KS, a suburb of Kansas City. Lodging is included in the tuition and will be provided at either The Holtze Executive Village (http://www.holtze.com). Breakfast on Thursday and Friday will be provided. Lunch and dinner on Wednesday and Thursday is also included along with breaks each day.

 

Admissions Process

Prerequisite Requirements: Although it is not required, it is highly recommended that you have a Bachelor’s Degree level of education before entering the program. You must also be employed at a community health center located in a state that is associated with the Greater Midwest Association of Primary Health Care.

Admission Documents: Download and complete the application. You should also complete a personal statement and attach it to your application. The personal statement, two pages maximum, should outline the reasons you would like to pursue the Fellowship program and your commitment to completing the program. Your statement should also include a discussion of career objectives, and your work experience in a community health center setting. In addition to the application and personal statement, you should include an updated resume and a letter of recommendation from your community health center manager.

The application deadline is July 15, 2008. Application submission prior to that date is appreciated.

Application Acceptance: There are a limited number of slots for each state. The applications will be reviewed and approved by an admissions committee comprised of directors of the state Primary Care Associations in the GMAPHC and faculty of the Department of Health Policy and Management. Applicants will be notified of our decision by August 1, 2008.
